In response to several inquiries, the NFHS (National Federation of State High School Associations) reiterates that there is a correct and simple procedure for measuring the placement of numbers on volleyball uniforms which have raglan sleeves. The seam of a raglan-sleeve uniform jersey goes diagonally across the upper chest rather than across the natural shoulder line. Therefore, the shirt must be laid flat on a table, and where the shirt naturally folds across the shoulder line is the reference point for verifying that the top of the number on the front of the jersey is no more than 5 inches down from the point where the shoulder seam would be if the shirt had one.
This procedure has appeared in rules videos and transparencies developed by the NFHS since the rule was first placed in the NFHS volleyball rules book in 1993-94 with an effective date of 1995-96. However, in response to calls from manufacturers, the NFHS reiterates the procedure for verifying compliance with the rule.
